Billie Lynn Allard MS, RN, FAAN has been nationally recognized for leading nursing teams that are transforming care delivery to better meet the needs of ALL patients at a reasonable cost with improved quality outcomes while positively impacting patient-provider satisfaction.
For example, Billie Lynn joined Southwestern Vermont Health Care (SVHC) in 2011 and led the implementation of value-based payment strategies to improve population health, equity, and access to meet the Triple Aim. She mentored the team of Clinical Nurse Specialists, partnering with physicians, pharmacists, physical/occupational/respiratory therapists, dieticians, social workers, mental health clinicians, and community agencies and partners garnering grant funding to finance necessary programs. Results from this comprehensive innovation resulted in the health system receiving national recognition by winning the 2017 American Nurses Credentialing Center (ANCC) Magnet Prize for Innovation.
Then in 2018, Billie Lynn was recognized again, this time as an Edge Runner by the American Academy of Nursing for development of a new care model and was inducted as a Fellow in the American Academy of Nursing in 2019. She developed partnerships with deans of nursing schools to establish clinical rotations and co-create an expanded curriculum for two area programs. SVHC received the American Hospital Association (AHA) Rural Health Leadership Award in 2020 based on this program, which demonstrated quality outcomes for patients across all age groups, socioeconomic groups, and mental and physical health diagnoses.
Due to her success in implementing value-based care models, Billie Lynn was asked to author a book, Inspired Healthcare – A Value Based Care Coordination Model, which was published by Sigma Publishing in 2020. She continues to publish articles in peer-reviewed nursing and healthcare journals and speaks at national conferences and universities.
In 2021, Billie Lynn stepped away from her healthcare leadership role to advance population health and value-based care across the country. She is a co-founder of a new professional nursing association, the Association of Chronic and Complex Care Nurse Navigators (ACCCNN), which is a sister organization of the Academy of Oncology Nurse and Patient Navigators (AONN+).
